If you are covered and dressed modestly, with the right intention, and you happen to be outside and a non mahram happens to look at you with the wrong intentions, would this still be the girls fault?

If you covered properly means total hijab and not that hijab which our Western Muslim Girls do like just covering her faces and wear tight jeans and shirts. And your figure don't appear and still any guy looked at the girl with wrong intention then the girl is not responsible.

Jazakallah, may Allah bless you. I was sure that the girl is not responsible, but some people have been misinterpreting the shariah law, May Allah guide them

May Allah Guide Them and Us as well. Its just that the girl should cover her according to the Shari'ah Law and don't show any interest to guys.
