Yes, if that person is a human being!

If a believer was not, at some time, hypocritical; or a liar; or a performer of some wicked act, then there would be no need for Allah’s mercy!

Beliving is having faith in Allah and Mohammad as the last prophet... Hypocrite can be either in not following the islam in true sense like Nimaz, Roza, Zakat and Haj etc... or it can be his/her dealing with fellow human beings.. like treating them in unfair ways, denying them their rights and being rude or arrogent to them... You can be truthful when you tell the thing that you know but you can be false if what you know is false. You may be righteous in situations and wicked in the ways you do it... or wicked to someone else involved (like children in case of divorce) who get affeted in it etc.

So, yes you can be believer and a hypocrite, truthful and false, wicked and righteous, at one and the same time.

(33:4) Allah has never put two hearts within one person’s body;5--------------------------means-----------------------5 That is, "One and the same person cannot be a believer and a hypocrite, truthful and false, wicked and righteous, at one and the same time. He does not have two hearts in his chest that one should have sincerity in it and the other fearlessness of God. Therefore, a man can have only one kind of character. at a time: either he will be a believer or a hypocrite, a disbeliever or a Muslim. Now if you call a believer a hypocrite, or a hypocrite a believer, it will not change the reality. The true character of the person will inevitably remain the same."
