'yes' for sure, a Muslim is the one who has entered the Muslim fold. and a believer, is the one who had believed(and Allah is the knower) refer to kuran"when Bedouins said we believe Allah said no say aslamna hata yadkhull iymaan fi kulubkum ...and the Knower is Allah.

@el ebdaa, your answer is the haqq for Allah has told us that being a muslim only means that one has submitted, and being a believer is when Iman has entered ones heart.and yes Allah is the knower, but inshallah, I want to present something to you,in the Qur'an Allah has said, " O you who believe! When you are told to make room in the assemblies, make room. Allah will give you ample room from His mercy. And when you are told to rise up, rise up. Allah will exalt in degree those of you WHO BELIEVE, AND THOSE WHO HAVE BEEN GRANTED KNOWLEDGE, and Allah is well aquainted with what you do." (58:11)

Now beloved, what my Abi has taught me, using this aya, is that there is a difference between the believer, and those who has been granted knowledge, for the Rasul, May peace and blessings be upon him , was definitly one who has been granted knowledge, thus making him a firm knower in the revelation he was blessed to explain to mankind and jin, and amongst his ummah we are left to submit to or believe what he brought was from Allah, and there are those that are blessed with the degrees of knowledge, thus reaching the level of muhsin (doers of good) and the Qur'an states that Allah loves the doers of good. These brothers and sisters have also reached the plato of ihsan, meaning they worship Allah as though they see Him, but they don't,but they know with yaqin that Allah sees them. Tell me what you think about this!

Islam is an action(physical) due to Iman(= thoughts/belief/faith) which is based on knowledge, while Ihsan is a rank of power in certainty/yaqin.
