Yes you can. There are some Scholars who infact are not Scholars but hypocrites who go so far as saying this practise is haraam.Wrong consult the Sunnah of the prophet(pbuh) my friend. To place flowers or green plants on a grave is permissable. It is also permissable to put water on the grave. All this done out of love. But love Allah more for Allah is the Most Merciful. Hadith reported by Bukhari and others from Ibn 'Abbas: "The Prophet, peace be upon him, passed by two graves and said, 'Those two are being punished for a minor matter. The first did not clean himself carefully after urinating. The second one used to spread lies.' Then the Prophet, peace be upon him, asked for a fresh branch of a palm tree, broke it into two parts, and then placed a part on each of them, saying, 'I hope that this will reduce their punishment for as long as the branch remains fresh.'

Now here we see that the prophet(pbuh) did place a palm leaf on the grave. Not Haraam. But it is not for a Muslim to expect that by placing the flower or plant on the grave the punishment of the person in the grave becomes less.Note in the above hadith the prophet(pbuh) hoped he did not know for sure.Lets have a look at the Following Quranic verses,

[003:030] "On the Day when every soul will be confronted with all the good it has done, and all the evil it has done, it will wish there were a great distance between it and its evil. But God cautions you (To remember) Himself. And God is full of kindness to those that serve Him."

So we clearly see that Allah taala will pay everyone for the acts they have done.By putting flowers or plants over graves you are neither hurting nor benefiting the deceased. So we should not encourage it. It is better that such money is given to charity; that would be more beneficial for the soul as well as for the living. You are permitted out of love to put the flowers or plant but know well such acts do no good.If you purchase the flowers from a poor vendor, who well comes under those who need charity, and place it on the grave this surely will we considered an act of charity.Likewise if you pay for the flower or plant much more than its actual price is will be considered charity, provided that is your intention.Islam doesnt encourage the act of Buying expensive flora and placing it on graves rather it encourages charity.Do charity for the deceased. That is more beneficial.
