Why does Allah say that all mankind was born equal, while saying that men are ranked higher than women?

I do not know what you mean by we are born equal? Man and woman are not perfect but they complete each other. and the preferable among us at the sight of Allah is the best/better in taqwa among us(taqwa; fear or be conscious with Allah). that is the general rule for preference; "O mankind, indeed We have created you from male and female and made you peoples and tribes that you may know one another. Indeed, the most noble of you in the sight of Allāh is the most righteous of you. Indeed, Allāh is Knowing and Acquainted."(49:13)

and Allah preferred Friday over all the days of the week, and preferred Ramadaan over all the months, and preferred the night of Qadr(in Ramadan) over all the nights and preferred the day of Arafa over all the days(daylight).. he preferred and chose of His servants messengers and prophets and preffered some of them above each others.

"Those messengers – some of them We preferred above others. Among them were those to whom Allāh spoke, and He raised some of them in degree. And We gave Jesus, the Son of Mary, clear proofs, and We supported him with the Pure Spirit. If Allāh had willed, those [generations] succeeding them would not have fought each other after the clear proofs had come to them. But they differed, and some of them believed and some of them disbelieved. And if Allāh had willed, they would not have fought each other, but Allāh does what He intends." (2:253)

"And Ishmael and Elisha and Jonah and Lot - and all [of them] We preferred over the worlds. And [some] among their fathers and their descendants and their brothers - and We chose them and We guided them to a straight path." (6:86-87)

"To each [category] We extend – to these and to those – from the gift of your Lord. And never has the gift of your Lord been restricted. Look how We have favored [in provision] some of them over others. But the Hereafter is greater in degrees [of difference] and greater in distinction."(17:21-22) please notice that the provision is not just the money but it is the thing or the amount which benefit. someone can have a lot of money and not using or benefiting from it so it is not called provision for him but may be provision for his inheritors who will benefit from that money after him.. he is like a soldier carrying/guarding for them the provision of Allah. and also the provision is not just money but everything that will benefit is provision for example the guidance and knowledge and good family..etc.

" And your Lord is most knowing of whoever is in the heavens and the earth. And We preferred some of the prophets above others, and to David We gave the book [of Psalms]."(17:55)

we human are preferred at Allah than many other of His creatures; "And We have certainly honored the children of Adam and carried them on the land and sea and provided for them of the good things and preferred them over much of what We have created, with [definite] preference."(17:70)

I believe the general rule is that we are different than each others. and in fact that is our beauty, for to complete each other and so perfect the big picture. at least that is what Allah willed; "And if your Lord had willed, He could have made mankind one community; but they will not cease to differ(and they will remain in difference). Except whom your Lord has given mercy, and for that He created them. But the word of your Lord is to be fulfilled that, "I will surely fill Hell with jinn and men all together."(11:118-119)

I mean like we have equality. We stay the same before God.

But of course the Messengers of Allah are above level.

dear sister we are created from same male and female(Adam and Eve).. but we are not equal in knowledge nor deeds nor provision.. though we are all human but we are different than each others. and as I showed you the verse in my post as a general rule; "..Indeed, the most noble of you in the sight of Allāh is the most righteous of you. Indeed, Allāh is Knowing and Acquainted."(49:13)

so taqwa is the measure/standard of preference in the sight of Allah(not by gender;male or female, or color black or white, not by age...etc)
