If a bad member of society was to die and if people were sure of their numerous sins, would is be accepted or haraam to celebrate their death e.g by forming a gathering and laughing and handing out food to indicate their happiness over the death.

Assalamu 'Alalikum Wa Rahmatullah. No it is not good Muslim etiquette to celebrate anyone's death. Your character is on display when you do anything. What does a character of one who behaves in this way show about him/her? It is a shameful and low behaviour.

Allah Subhanahu Wa Taála says:

O you who have believed, let not a people ridicule [another] people; perhaps they may be better than them; nor let women ridicule [other] women; perhaps they may be better than them. And do not insult one another and do not call each other by [offensive] nicknames. Wretched is the name of disobedience after [one's] faith. And whoever does not repent - then it is those who are the wrongdoers. (49:11)
