Y wife's sisters are non muslims and are in need. Are they eligible for Zakah

No. Zakah is act of charity from a Muslims to a fellow Muslim. THe Prophet (saw) has described Zakah as money that is taken from the rich Muslims and given to their poor Muslims.

However, you can give Sadaqah (optional charity) to the sisters if you wish. Islam does not forbid us to be kind to our non muslim relatives. Umar (ra) used to send gifts to his non muslim relatives, and the Prophet (saw) would send food to non-muslim neighbours.
