Sala, In general it is not allowed it is considered a part of Zina with ones own self and therefore, liable for punishment. However if one is in prison where there is no choice or to look at ones gender then in this case it will be allowed as we take the lesser evil. But if one is not in prison then in this case if he or she can should get marry and if they are not able to then they should fast and if that does not help then in this case one is considered because the bigger evil is to commit Zina with a female or male in case of women, therefore, should prevent themselves of committing Zina with a female or a male.
