Good question. We must follow what Muhammad (SM) did. So if anyone doesn't follow Muhammad(sm) and kill people without following the Shariah, then it's not permitted.

Killing is only allowed in Islam in certain cases. Like if someone killed an innocent person, then after proper judgement and if the family member's of that person who was murdered doesn't forgive the murderer in that case he can be sentenced to death by the govtment.

I don't what killing you're referring to btw.

it is reported that when asked about the killing of polytheists during night raids muhammad replied, "they are of them". as in don't worry about it.
