0	ofcourse it is allowed to kiss...just go through your question once again..do u really wanted to ask kissing in islam or kissing in islam during fasting or something like that..?

If you are refering boys to girls kiss situation, if both of them are non-mahram to each other, wether it is lip to lip or lip to cheek, what so ever, It is not allowed, unless being married. and you are of age 10, as you told earlier. It is not allowed for you to kiss non-mahram girls...

Mahram means those people whom you can't marry. It is forbidden to marry them. They are your mother, your sister, your daughter, your mother's sister, your father's sister, the breast feeded sister, and 3 or 4 more which I dont remember now. I will tell you later.
