Bill Clinton lied under oath. Yes, he lied in response to stupid, unneccissary questions, but he did indeed lie. So yes, he did break a law. He is responsible for that.
If I were him, I simply would have avoided testifying.
I will agree with most liberals though that it was stupid that he even had to answer those questions in the first place. However, that does not excuse him from what he did.
